Osmund Saddler is the man in charge of it all, and is the one in control of the Las Plagas and all the villagers, who hopes to achieve world domination and eventually have the entire planet infected by the Plagas.He wants to start by infecting Ashley, then sending her back to the U.S.

You get two fight him twice,one with Leon when he mutates,and one time with Ada before he mutates.
